2. The Debt Burden: a crisis that crushes public spending in LAC
The new debt crisis facing developing countries is the most severe ever recorded and has been building over the past decades, beginning with the global financial crisis of 2008-09, the volatility of commodity prices, and exacerbated by the COVID-19 pandemic, which left many countries with fiscal challenges that had to be addressed through borrowing. This was followed by rising interest rates, exchange rate, and increasing food prices. The vulnerabilities in the economic, social, and climate spheres of Latin America and the Caribbean (LAC) have worsened since the pandemic and the subsequent multiple crises. The latest edition of the Vulnerability Atlas in Latin America and the Caribbean highlights a situation where recovery from these crises remains distant. In a context of high debt levels and interest rates that will remain elevated despite cuts, there are growing financing needs for social and climate investment. Across the region, various sectors have yet to return to pre-pandemic levels, and significant setbacks are evident in education, food security, and the socio-economic conditions of women.
